Allowing some unemployment benefits to be used for relocation might help.

People in their 50′s should have at least a decade of productive work left in them; what a waste (to say nothing of expense) to expect them to spend those years on the dole. Perhaps we will have to institute Vonnegut’s “Reeks and Wrecks” corps, but it seems like there should be a better way.
